Public IP data is useful for network research, but it describes infrastructure, not the identity or exact physical address of an individual.

ASN and RDAP records help identify the network announcing the address and the organization associated with the IP allocation.
PTR, SOA, delegated reverse DNS, and domain registration data can reveal operational clues, but they do not prove server ownership or data residency by themselves.
A CDN, reverse proxy, VPN, carrier network, or cloud platform can make a public IP appear somewhere other than the underlying origin or user. Treat the result as a research signal and confirm important hosting or data-location requirements with the provider.
Canadian Privacy Context
RDAP and reverse-DNS lookups expose public network and registration data. That does not mean every use of an IP address is outside privacy law. The Office of the Privacy Commissioner of Canada lists IP addresses as personal information in appropriate contexts.
If a business stores visitor IP addresses, combines them with account or analytics data, or uses them for profiling or security decisions, the purpose, retention period, safeguards, and applicable privacy rules still matter.
